We are seeking a highly experienced Senior IT Programme Manager to lead and oversee strategic technology initiatives within the banking sector. This position is based in Hong Kong Island, Hong Kong, and requires a dynamic individual with a strong track record in delivering complex IT programmes within financial services.
The successful candidate will be responsible for managing end-to-end programme execution, from inception and planning through to delivery and post-implementation review. You will work closely with stakeholders across business and technology teams to ensure alignment with strategic goals, regulatory compliance, and delivery timelines.
Key Responsibilities:
- Manage large-scale IT programmes with multiple workstreams, ensuring delivery on time and within budget.
- Coordinate cross-functional teams, including developers, analysts, infrastructure and business stakeholders.
- Develop detailed programme plans, timelines, risk assessments and mitigation strategies.
- Ensure governance standards and reporting structures are in place and maintained.
- Oversee third-party vendor management where applicable and ensure quality delivery.
- Lead stakeholder engagement and management, including regular status updates and escalation handling.
- Ensure programmes are compliant with internal controls, regulatory requirements, and audit standards.
Requirements:
- Bachelor’s degree in Computer Science, Information Technology, Engineering, or a related field. A Master’s degree is preferred.
- A minimum of 10 years’ experience in IT programme management within the banking or financial services industry.
- Proven success in delivering complex, multi-million pound IT initiatives using both Agile and Waterfall methodologies.
- Excellent understanding of banking systems, regulatory technology (RegTech), risk systems, and related infrastructure.
- Strong leadership and people management skills, with the ability to influence and guide senior stakeholders.
- Exceptional communication, problem-solving and organisational skills.
- Certifications such as PMP, Prince2, or MSP are highly desirable.
- Experience working in regional or global programme environments is a plus.
